To manage the current treatment facilities and network efficiently and in accordance with resource consent conditions to meet the needs of the major contributors, and to plan for the future needs of the community in a cost efficient and environmentally sustainable manner.
The Nelson Tasman Regional Landfill Business Unit (NTRLBU) is a joint committee of the Tasman District and Nelson City councils that oversees the York Valley and Eves Valley landfills.
In 2012 Nelson City and Tasman District councils adopted their first Joint Waste Management and Minimisation Plan (JWMMP). In the JWMMP it was recommended that the Councils investigate a joint landfill solution as a matter of priority (with the options including using just one landfill as a regional facility serving both Districts or two landfills to be used for separate materials). At that point in time, Nelson City Council was using the York Valley landfill and Tasman District Council was using the Eves Valley landfill.
In 2014 following further investigations, the councils proposed joint use of a single landfill for regional waste. Following community consultation and approval from the Commerce Commission, the NTRLBU was set up as a business unit as of 1 July 2017 to jointly manage the landfill facilities in a cost-efficient and environmentally-sustainable manner (rather than making a financial return). A Deed of Agreement and Terms of Reference that was signed by the two councils April 2017 governs the operation of the NTRLBU.
