Nelson City Council
Nelson City Council is responsible for:
The maintenance and monitoring of the closed Atawhai landfill.
Kerbside recycling services.
Street litter bin collection services.
Nelson Waste Recovery Centre – refuse and green waste (Transfer Station).
Product stewardship services including e-waste and tyres.
Construction and deconstruction support services.
Kerbside kitchen waste (trial in 2020/21).
A range of waste minimisation initiatives with schools, businesses, and the wider community, to reduce the production of waste and minimise harm.
Tasman District Council
Tasman District Council is responsible for:
The maintenance and monitoring of 22 closed landfills across the Tasman district.
Kerbside recycling and residential waste and street litter collection services.
A Materials Recovery Facility in Richmond to process recycling.
Four other Resource Recovery Centres (RRCs), which receive waste, recyclables, cleanfill, greenwaste and some hazardous materials are located at Māriri, Tākaka, Collingwood and Murchison.
Drop off facilities for greenwaste and processing, through a contracted service.
Transport services to move these materials around our District.
A range of waste minimisation initiatives with schools, businesses, and the wider community, to reduce the production of waste and minimise harm.
These services operate alongside commercial services across the Nelson Tasman region and are separate to the NTRLBU.
Both Nelson City Council and Tasman District Council are responsible for promoting effective and efficient waste management and minimisation within their respective territorial boundaries (collectively the Nelson Tasman region).
In order to promote effective and efficient waste management and minimisation the councils must adopt a waste management and minimisation plan. A Joint Waste assessment was first undertaken in 2017 which formed the basis of the 2019 Joint Waste Management and Minimisation Plan (JWMMP). A Waste Assessment is undertaken prior to each review of the JWMMP (which must be at least every six years). The JWMMP has overarching waste minimisation objectives and performance goals that the councils strive to achieve (as well as the NTRLBU).

Residents cannot directly access the landfill; instead, they rely on residential collection services and the transfer stations and resource recovery centres for waste disposal.
