The Landfill Contractor shall not leave any waste uncovered on-site which exceed relevant New Zealand guidelines for contaminated soils on "industrial unpaved" sites. [RM975261-D(9)]
Appropriate soil or other cover is be used on the refuse to minimise odour and the active landfilling area is to be kept to a minimum. [LMP 2023 Chapter 3.6]
Refuse shall be covered at the end of each day’s operation with a minimum of 150 mm (depth compacted) of approved material such as clean fill or cover material from the site. [LMP 2023 Chapter 4.9.1]
The use of removable/reusable covers on the face, such as weighted tarpaulins is also acceptable. [LMP 2023 Chapter 4.9.1]

Slightly contaminated materials such as gravel, topsoil and clay may be stockpiled or used as cover, under direction of the Engineer. [LMP 2023 Chapter 4.9.5]
Stockpiling of cover material on site is only likely to become necessary if large quantities of lightly contaminated soils are accepted for disposal or bulk excavation is required to create additional landfill space. [LMP 2023 Chapter 4.9.6]
Stockpiling, when necessary, will be carried out at the operational level or the completed level above operations leaving sufficient space so as not to hamper daily operations. [LMP 2023 Chapter 4.9.6]
Stockpiles shall be formed and maintained in a tidy condition with the surface area shaped and rolled to shed water and minimise absorption. [LMP 2023 Chapter 4.9.6]

Intermediate cover of 300 mm (depth compacted) of low permeability material shall be compacted over the compacted refuse. This cover shall be placed over the refuse within 2 days of refuse placement. [LMP 2023 Chapter 4.9.2]
Intermediate cover shall be generally placed in 150mm thick layers. The initial layers shall be compacted using the landfill compactor to a tight surface by up to four passes of the compactor. The final layer may receive initial compaction using the landfill compactor but is to be finished off using a smooth drum vibrating roller to eliminate depressions left by compactor wheels to leave a smooth surface free of depressions. [LMP 2023 Chapter 4.9.2]
Where intermediate cover is applied to a sloping face, the target gradient of the finished face is 1V:4H, and in any case not steeper that 1V:3H. The intermediate cap is intended to shed stormwater so that it does not become contaminated. [LMP 2023 Chapter 4.9.2]

The final level of the site shall be covered with a minimum of 600 mm compacted Port Hills or equivalent material with a laboratory permeability test value, of no more than 1 x 10-7m/s, overlying the existing 300 mm intermediate cover and covered with a topsoil layer of 100 mm (minimum) and sown in grass. The final cover slope shall be graded to no less than 1 in 20 to prevent ponding of stormwater. [LMP 2023 Chapter 4.9.3]
Importing of cover material for landfill operations is required by consent RM97526V2 which stipulates Port Hills material must be used to cap the active landfill. Port Hills Material is a general term for a loess silt soil type. [LMP 2023 Chapter 4.9.4]

Final capping on Gully 1 shall comprise a minimum depth of 600 millimetres of compacted Port Hills material with a laboratory permeability test value, k, at optimum compaction conditions, of no more than 1 x 10-7 metres per second, overlying the existing 300 millimetres of intermediate cover and overlain by a minimum of 100 millimetres of topsoil and sown in grass.

The exposed area of landfill shall be kept to a minimum at all times and refuse placed in the landfill will be compacted using suitable compactor equipment and shall be covered as soon as practicable by clay bound fill materials. Nelson City Council will ensure that there is no wind-blown refuse or objectionable elements from the presence of birds, vermin or smell. Refuse shall not be left uncovered following each day’s closure of the landfill.
