Landfill hours of operation are limited to:
Monday to Friday 8.00am - 4.30pm.
Saturday and public holidays (except where noted below) 10.30am - 2.30pm
Sunday, Christmas Day, Easter Friday CLOSED[1]

A sign must be displayed at the entrance to the landfill which states:
the name of the landfill,
the hours of operation,
the nature of waste materials accepted at the site, including a list of special or hazardous wastes accepted but requiring supervision for disposal.
that public access and scavenging are prohibited;
that only permitted users authorised to use the weighbridge are allowed access to the landfill.
the 24-hour phone number for the NTRLBU. [LMP 4.4.3]

The NTRLBU and the Site Operator will work with the operators of waste trucks to avoid excessive queuing before the landfill opens.

At the site entrance there is a gatehouse and weighbridge.
Trucks enter the weighbridge and swipe on to register the vehicle on the way in.[GS1]
The loaded truck is weighed. The same empty truck is then weighed when it leaves the landfill.
Weighbridge dockets [GS2] are to be provided by waste disposers [GS3] to the Landfill Contractor who shall file them and then provide them to the NTRLBU. [LMP 4.3.10.1]

Before a waste can be accepted at YVLF, the NTRLBU must be satisfied that the waste meets the waste acceptance criteria. [LMP Appendix K.3]
However, the practical complications with inspecting loads inside transporters means there is no inspection of loads at the weighbridge. Wastes are inspected on tipping. [Fire Management Plan, GHD, 2023, Chapter 3.1]
Waste is also inspected on loading at the transfer stations.

All quantities and types of waste accepted at the landfill must be recorded. [RM975261-D(3)]
The Landfill Contractor should maintain an operating record that includes information on waste accepted at the landfill, load inspections, and operational activities. Information on waste acceptance and on-site recycling should include the quantity and, where possible, classification of wastes. [LMP Appendix K.8]
The NTRLBU must provide monthly returns of the tonnes of waste disposed of based on measured weight or volume (excluding waste quantities from waste transport operator). [LMP 4.12]

Information on load inspections should include:
date and time wastes were received for inspection
sources of the wastes
vehicle and driver identification
observations made by the inspector
notification of violations
notification of regional council, unitary authority, or other appropriate organisation. [LMP Appendix K.8]
Information on operational activities should include recording of disposal locations and training. [LMP Appendix K.8]

On receipt of a completed and duly authorised Manifest, the generator or the disposer shall contact the Landfill Contractor to arrange a time and date for delivery of the waste to the landfill. [LMP Appendix K.6]
The identification and transportation of hazardous materials must comply with the requirements of the Land Transport Code of Practice NZS 5433:2012 and the Land Transport Act 1998. [LMP 4.3.4]
A copy of the Approved Special Waste Manifest together with a weighbridge certificate must accompany the delivery of any material to York Valley Landfill and be handed to the Landfill Contractor. [LMP Appendix K.6]
Possession of an approved authorised Manifest verifies only the acceptability of the waste for landfill disposal in terms of its content. It does not confer on the disposer any right to deliver the waste to landfill without consultation with the Landfill Contractor. [LMP Appendix K.6]
Waste without the accompanying paperwork will be rejected. The Landfill Contractor has the sole discretion to reject waste on the grounds of its consistency, specify delivery times to fit in with normal daily operations, or, where multiple loads are involved, restrict the number of deliveries per day. [LMP Appendix K.6]
If waste is to be turned away from the landfill following inspection and an identified breach of the acceptance agreement. The Landfill Contractor shall refer the disposer to the NTRLBU, or other appropriate organisation for further information on suitable alternative disposal facilities. The Landfill Contractor shall also advise the NTRLBU that the waste had been illegally presented. [LMP Appendix K.6]
Applicant is required to hand a copy of the approved application, accompanied by a weighbridge certificate, to the Landfill Contractor when material is delivered to the landfill. [LMP Appendix K.5]

The Waste Minimisation Act 2008 requires landfill operators to pay a levy based on the weight of material disposed at their facility.
OWLS 2.0 is the Ministry for the Environment’s internet application that enables disposal facility operators to carry out waste disposal levy requirements online. It has been designed to minimise compliance costs disposal facility operators incur to meet their obligations under the Waste Minimisation Act 2008 and the Waste Minimisation (Calculation and Payment of Waste Disposal Levy) Regulations 2009.

In OWLS the NTRLBU must report:
Gross tonnage - the total tonnage of waste or diverted material that enters the facility
Diverted tonnage - the tonnage of waste or diverted material that enters the facility but is reused, recycled or removed from the facility within six months of it arriving.

The NTRLBU must provide an annual report to the Council’s Monitoring Officer on the types, quantities, sources and treatment of wastes accepted for disposal in accordance with the Hazardous Waste Manifest. [RM975261-D(8)]

The Consent Holder shall maintain a record of the quantities and types of refuse accepted at the landfill.

The Consent Holder shall provide an annual report to the Council’s Monitoring Officer on the types, quantities, sources and treatment of wastes accepted for disposal in accordance with the Hazardous Waste Manifest in Condition 7 of this consent. Waste Manifest records shall be made available to the Council’s Monitoring Officer on request.

Consent Holder shall provide a report for the preceding twelve months, reflecting the financial year, to the Divisional Manger of Planning and Consents, Nelson City Council at annual intervals, or on request. Any report submitted under this condition shall cover the complete period from the last report and shall include:
(a) the results of all monitoring undertaken, and interpretation of the results, and an assessment of the impact of the landfill on the environment;
(b) the results of any waste surveys;
(c) copies of any records required by conditions;
(d) copies of the then current contingency plan;
(e) copies of the complaints register for the full year preceding;
(f) copies of the incident register for the full year preceding.

The hours for operation of the landfill will fall within 7am and 5.30pm on week days and Saturdays, 1pm to 5.30pm Sundays and public holidays. Refuse will not be accepted for disposal at the landfill earlier than 8am weekdays and Saturdays and later than 4.30pm on any day on which the landfill is operating. The above will apply save in the case of emergency. Nelson City Council may determine to close the facility on some days, or reduce the hours from time to time as appropriate.
