The methodologies in the York Valley Landfill Erosion & Sediment Control Plan – Revision B (9 August 2024) (ESCP) must be implemented before any earthworks commence and be maintained until any disturbed areas have been permanently stabilised. [RM215157 (9)]
Any change to the ESCP must be approved by the Council’s Monitoring Officer. [RM215157 (10)]
The ESCP describes the erosion and sediment control methodology and measures to be adopted on site at the York Valley Landfill including: [ESCP Chapter 4]
Clean water diversions.
Dirty water diversions.
Stockpiling of material.
Stabilisation of exposed surfaces.
Sediment retention ponds.
Chemical treatment of stormwater.
Monitoring and maintenance.

All formation surfaces with an inward crossfall shall be drained by a water table, and cut-offs or culverts shall be formed or installed to prevent erosion of the formed surfaces. [RM975261-H(4)]
All excavations and their backfilling must be carried out in a manner that minimises infiltration into the adjacent ground. [RM215157 (11)]

All drainage pipes must have sufficient inspection points to allow future inspection and monitoring. [RM215157 (13)]
Prior to installing the pipes, a plan showing the design and number of inspection points must be submitted to Council’s Monitoring Officer for certification and the pipes shall not be installed until the plan is certified. [RM215157 (13)]

No soil or vegetative debris must be positioned where it may dam or divert any river or stream or adversely affect in stream habitats. [RM975261-H(2)]
No cleaning of machinery and equipment within 10 metres of any open watercourse. [RM215157 (16)]
No fuelling of machinery within 20 metres of any open watercourse. [RM215157 (17)]

The earthworks must not result in changes to the surface drainage of the site that give rise to adverse effects on the ongoing management of the site, including stormwater, leachate or sediment control or surface drainage of neighbouring properties. [RM215157 (12)]

The ESC methodologies detailed in the erosion and sediment control plan (ESCP) prepared by Southern Skies Environmental Ltd and titled ‘York Valley Landfill Erosion & Sediment Control Plan – 102 Market Road Nelson’ and dated 16 October 2020 (or any subsequent variations, including any subsequent variations prepared by a person suitably qualified and experienced in erosion and sediment control methodologies), shall be implemented prior to earthworks commencing on site and maintained until such time that any exposed or disturbed areas of the earthworks area have been permanently stabilised. All machinery on the work site shall be refuelled at least 20 metres away from any open watercourse. Refuelling and maintenance work shall be undertaken in a manner that minimises the likelihood of contamination of land and surface water as far as is practicable. If spillage of any contaminants into any watercourse or onto land occurs, this shall be adequately cleaned up so that no residual potential for contamination of land and surface water runoff from the site occurs. If a spill of more than 20 litres of fuel or other hazardous substances occurs, the Consent Holder shall immediately inform the Council’s Monitoring Officer. [RM215157V1]
