The NTRLBU must operate the landfill in such a manner that the generation of dust is kept to a practicable minimum. In any case dust shall not create an objectionable or offensive effect beyond the boundary of the landfill. [RM975261-F(2)]

Dust shall be controlled by keeping access roads clear using water and other methods permitted under the resource consent conditions, and a road sweeper, as necessary. [LMP 2023 4.10.5]
Manoeuvring areas will be kept to a minimum. [LMP 2023 4.10.5]
During dry conditions vehicle speeds can be limited to control dust production. [LMP 2023 4.10.5]
All roading on the site, including roads providing access to the tip face, buildings and areas used for other facilities, will be maintained in a good condition free of potholes to provide, as far as possible, all-weather access. [LMP 4.10.5]
Dust suppression techniques such as the use of water and other methods permitted by the resource consent conditions, will be used as necessary. [LMP 4.10.5]

Disturbance of dusty material in turning and working areas will be kept to a minimum. [LMP 2023 4.10.5]
The extent of active landfill areas will be kept to a minimum to limit the area from which dust might arise. [LMP 2023 4.10.5]
Dust-generating wastes should be considered a “special” or difficult disposal. [Technical Guidelines for Disposal to Land, WasteMINZ, Revision 3.1, 2023, Chapter 7.10.]
The waste generator or transporter should be required to dampen down the load before delivery to the site. [Technical Guidelines for Disposal to Land, WasteMINZ, Revision 3.1, 2023, Chapter 7.10.]

The extent of bare earthworks will be kept to a minimum to limit the area from which dust might arise. [LMP 2023 4.10.5]
Progressive stabilisation of the site shall be undertaken to actively minimise the amount of open area exposed at any one time. [RM975261 Sch 1 (37) & H(3)], [RM215157 (15)]
Cut or fill areas that are to remain undisturbed for more than one month must be sown with grass and hydroseeded to minimise erosion and sediment runoff. [LMP 2023 4.10.5]

NTRLBU staff and the Site Operator will visually monitor the generation and movement of dust on site.
To ensure dust at the landfill boundary is not objectionable, NRLBU will periodically measure the occurrence of dust at the site boundary and on the access road under certain weather conditions.

The Consent Holder shall operate the landfill in such a manner that the generation of dust is kept to a practicable minimum. In any case dust shall not create an objectionable or offensive effect beyond the boundary of the Consent Holder's property.

Progressive stabilisation of the site shall be undertaken to actively minimise the amount of open area exposed at any one time.

The Consent Holder shall, on completion of each earthworks stage, and as soon as climatic conditions allow, permanently stabilise the exposed area by planting, seeding, mulching or otherwise covering exposed ground so as to minimise the risk of dust, erosion, and sedimentation and to enhance slope stability.

The exposed area of landfill shall be kept to a minimum at all times and refuse placed in the landfill will be compacted using suitable compactor equipment and shall be covered as soon as practicable by clay bound fill materials. Nelson City Council will ensure that there is no wind-blown refuse or objectionable elements from the presence of birds, vermin or smell. Refuse shall not be left uncovered following each day’s closure of the landfill.

Nelson City Council will conscientiously enforce all Acts, Regulations, Bylaws and Conditions relating to litter control. It will make such inspections of the roads in the locality as are necessary to ensure the speedy discovery of any litter or refuse which may have fallen from vehicles and shall attend promptly to reasonable complaints. Where any litter or refuse is discovered on the roads in the locality or arising from the use of such roads by vehicles carrying refuse or litter, such litter or refuse shall be removed as soon as possible and the area left tidy.
