DN1.6.vii - Nelson City Council will ensure that there is no wind-blown refuse or objectionable elements from the presence of birds, vermin or smell.

Litter will be controlled by:
Minimising the area of the working face.
Prompt compaction of waste.
Use of daily cover.
Use of litter screens and fences.
Use of an alternative, sheltered tipping face during windy conditions [MS - This will be relevant if we move to a temporary and or permanent tipping facility.]

Re-locatable barrier-type fences are provided on-site and are to be placed immediately adjacent to the active working face, as required.
Wind direction should be reviewed on a daily basis as litter fences may need to move to suit the changing wind conditions.
Litter control fences with sufficient height and suitable mesh size have been erected around the perimeter of the infilling area to contain windblown litter and debris. Fences have been established on alignments where they will remain effective without requiring frequent relocation. [LMP 2023 Chapter 4.10.4]
Nets and fences should be inspected and cleared regularly, on a daily basis or more often if needed. [Technical Guidelines for Disposal to Land, WasteMINZ, Revision 3.1, 2023, Chapter 7.10.]
A wind bund is created at the tipping face to provide shelter and minimise wind-blown litter.

Litter within the landfill boundary must be picked up daily, and this litter will be buried at the tip head. More frequent litter collection may be appropriate in windy conditions.

Contingency plans should be in place to deal with extreme events that have the potential to create a litter nuisance on surrounding properties. [Technical Guidelines for Disposal to Land, WasteMINZ, Revision 3.1, 2023, Chapter 7.10.]

Monitoring of wind-blown litter at the site boundary is included as part of the monthly odour and noise audit undertaken by a 3rd party contractor engaged by NTRLBU.

The exposed area of landfill shall be kept to a minimum at all times and refuse placed in the landfill will be compacted using suitable compactor equipment and shall be covered as soon as practicable by clay bound fill materials. Nelson City Council will ensure that there is no wind-blown refuse or objectionable elements from the presence of birds, vermin or smell. Refuse shall not be left uncovered following each day’s closure of the landfill.

Suitable fences and screens shall be placed around the working areas to prevent windblown materials from leaving the immediate locality. Collection of materials that might be blown beyond the immediate workings will be undertaken.
