Designation DN1 - DN1.6.xxiv [Designation DN1]
Noise levels, when measured at or within any site in a Residential Zone must not exceed:
Day time
55 dBA (L10)
Other times
45 dBA (L10)
75 dBA (Lmax)
Day time means 7am - 10pm Monday to Friday, and 9am - 10pm Saturdays, Sundays and Public Holidays
Noise levels measured at or within the notional boundary of any rural dwelling must not exceed:

55 dBA (L10)
Other times
45 dBA (L10)
75 dBA (Lmax)
Day time means 6am - 10pm Monday to Sunday
All measurements and assessment in accordance with NZS6801:1991 and NZS6802:1991.

No equipment or processes shall be employed on the site that give rise to annoying vertical or horizontal vibration at the nearest residentially zoned property boundary. [Designation DN1 - DN1.6.xxv]

Noise will be controlled by:
Limiting the landfill hours of operation.
Fitting machinery with silencers.
Working with waste trucks to minimising noise on access roads.
Maintaining buffer zones around the areas of operation.

Landfill hours of operation are limited to:
Monday to Friday 8.00am - 4.30pm.
Saturday and public holidays (except where noted below) 10.30am - 2.30pm
Sunday, Christmas Day, Easter Friday CLOSED

Sunday opening of the landfill shall be avoided unless made necessary by refuse volumes, or clearance of a backlog of refuse due to machinery breakdown. [LMP 2023 Chapter 4.1.6]
The NTRLBU and the Site Operator will work with the operators of waste trucks to avoid excessive queuing before the landfill opens.

Machinery on site must be fitted with silencers in accordance with the Land Transport Act (1998). [LMP 2023 Chapter 4.10.4]
All on-site mechanical plant and equipment must be maintained in a good state of repair. [Technical Guidelines for Disposal to Land, WasteMINZ, Revision 3.1, 2023, Chapter 7.10]

The NTRLBU and the Site Operator will work with the operators of waste trucks to encourage driving practices which minimise the noise on access roads such as:
Avoid excessive queuing before the landfill opens.
Reduce speeds and minimise the use of engine brakes.

To ensure noise requirements are being met, periodic monitoring of noise at site boundaries may be required.
NTRLBU staff and the Site Operator will:
Monitor the generation and movement of noise on site.
Engage a 3rd party contractor to conduct a monthly audit to measure odour and noise at positions around the landfill site and on the site boundary. [MS - We may need to move to a dB reader and record this in Survey 123]
Periodically measure the occurrence of noise at site boundary under certain weather conditions (such as strong prevailing winds toward nearest neighbouring properties). [MS - the dB reader and Survey 123 would be the best way to audit and record this].

The hours for operation of the landfill will fall within 7am and 5.30pm on week days and Saturdays, 1pm to 5.30pm Sundays and public holidays. Refuse will not be accepted for disposal at the landfill earlier than 8am weekdays and Saturdays and later than 4.30pm on any day on which the landfill is operating. The above will apply save in the case of emergency. Nelson City Council may determine to close the facility on some days, or reduce the hours from time to time as appropriate.
