Use of Flocculants

Procedure

    • Chemical flocculants may be used to assist the removal of suspended solids from the stormwater. [RM975261 Sch 1 (39).]

    • Flocculent use must be in general accordance with the York Valley Landfill Chemical Treatment Management Plan (CTMP) (appendix C of the ESCP Rev B prepared by Southern Skies and dated August 2024. [RM975261 Sch 1 (40).]

    • The CMTP sets out:

      • The flocculation system design.

      • Dosing methodology.

      • Monitoring and maintenance requirements.

      • Record keeping instructions and templates.

      • Storage and transportation.

      • Contingency plans for spills.

    • The CTMP permits the use of batch dosing of flocculent under certain conditions.

    • Batch dosing of stormwater may be permitted if sediment laden runoff has to be discharged within 48 hours because the pond is full.

    • However, because of the effect of flocculent on the pH of treated water, careful monitoring of pH is required when batch dosing.

    • The dose rate, application methodology, mixing requirements, timing, and monitoring requirements are set out in the CTMP.

    • clean up the spill as soon as practicable, inspect and clean the spill area;

    • take all practicable measures to prevent a recurrence; and

    • inform the Council's Monitoring Officer within 24 hours of a spill event and provide the following information:

      • the date, time, location and estimated volume of the spill;

      • the cause of the spill;

      • clean-up procedures undertaken;

      • details of the steps taken to control and remediate the effects of the spill on the receiving environment; and

      • measures to be undertaken to prevent a recurrence.

    • Soil contaminated with flocculant must be disposed of at a facility authorised to receive such material (which includes the York Landfill) and the NTRLBU must provide the Council's Monitoring Officer with written confirmation of disposal on request.

    • The NTRLBU must keep a record of the chemical treatment system, including:

      • the monitoring and maintenance undertaken, and

      • the volumes of flocculent used. [WN - Need to agree measurement.]

    • The records must be provided to the Council's Monitoring Officer on request.

    • The discharges authorised by [RM975261 E & G] are limited to the following contaminants released to land and water during and following rainfall events:

      • Flocculant (when used in accordance with the CTMP); and/or

      • Sediment-laden water.

Reference

  • Any chemical treatment of the SRPs shown on the Drawing Number ESCP-001-01 Sheet 1 entitled ‘Erosion & Sediment Control Plan Site Upgrade’ (or any variations) and Plan number CE-043 entitled ‘York Valley Landfill Erosion and Sediment Control Sediment Retention Pond 3 Plan’ shall be undertaken in general accordance with the York Valley Landfill Chemical Treatment Management Plan (CTMP) prepared by Southern Skies and dated October 2020 (or subsequent variations prepared by a Suitably Qualified and Experienced Person – SQEP that have been be submitted to the Council’s Monitoring Officer for certification and are subsequently certified).

  • The flocculant shall be applied and managed in accordance with the manufacturer’s instructions for use provided with the product and the CTMP referred to in condition 39 of this consent.

  • All flocculants shall be stored securely in a locked shed or container.

  • In the event of a spill of flocculant with the potential to enter a waterway or stormwater system the Consent Holder shall:

    (a)        clean up the spill as soon as practicable, inspect and clean the spill area;

    (b)       take all practicable measures to prevent a recurrence; and

    (c)        inform the Council's Monitoring Officer within 24 hours of a spill event and provide the following information:

    • (i)         the date, time, location and estimated volume of the spill;

      (ii)        the cause of the spill;

      (iii)      clean-up procedures undertaken;

      (iv)      details of the steps taken to control and remediate the effects of the spill on the receiving environment; and

      (v)        measures to be undertaken to prevent a recurrence.

  • Any soil contaminated with flocculant as a result of a spill shall be disposed of at a facility authorised to receive such material (which includes the York Landfill) and the Consent Holder shall provide the Council's Monitoring Officer with written confirmation of such disposal on request.

  • The Consent Holder shall keep a record of the chemical treatment system, including the monitoring and maintenance undertaken, and the volumes of flocculent used, which shall be provided to the Council's Monitoring Officer on request.

  • The discharges authorised by RM975261 E and G (and their changes) is limited to the following contaminants released to land and water during and following rainfall events:

    (a)        Flocculant (when used in accordance with the CTMP referred to in condition 40 and the other relevant conditions of this consent); and/or

    (b)       Sediment-laden water.

  • The discharge of the above contaminants shall only take place in accordance with existing resource consents RM975261 E and G (and any subsequent variations).
